The Ekiti State Executive Council, at its Second Meeting for the year 2026 held on Wednesday, 11th March 2026, considered and approved a number of policy initiatives and strategic projects aimed at strengthening governance, improving institutional capacity, enhancing infrastructure development, and promoting sustainable socio-economic growth across the State.
The following are key decisions taken by Council:
1. Approval for the Establishment of the Office of the Surveyor-General
Council approved the enactment of a Law to provide for the establishment of the Office of the Surveyor-General of Ekiti State, the appointment of the Surveyor-General, the regulation and coordination of land surveying activities within the State, as well as other matters connected therewith. Council also approved that the proposed Bill be transmitted to the Ekiti State House of Assembly for legislative consideration and passage into Law.
The decision is intended to strengthen land administration in the State and ensure effective coordination, supervision, and regulation of surveying activities in line with professional and statutory standards.
The approval will enable immediate implementation of:
i. Appointment of the Surveyor-General: A qualified, and duly registered Surveyor in the Civil Service of Ekiti State shall be appointed as the Surveyor-General of the State, subject to the recommendation of the Head of Service.
ii. Status and Remuneration: The Surveyor-General shall serve as the Accounting Officer of the Office of the Surveyor-General and shall be entitled to salaries, allowances, and other benefits equivalent to that of the Statistician-General in the Ekiti State Public Service.
Council noted that the establishment of the Office will further strengthen institutional capacity for land management, improve the integrity of survey records, and support the orderly development of land resources in Ekiti State.
2. Approval of the Ekiti State Statistical Master Plan (2025–2029) for Implementation
The State Executive Council approved the Ekiti State Statistical Master Plan (2025–2029) for implementation as part of ongoing efforts to strengthen evidence-based planning, policy formulation, and decision-making across the State.
The Statistical Master Plan is a five-year strategic policy framework designed to guide the development and operation of the Ekiti State Statistical System. The Plan aligns with the Ekiti State Development Plan, the Sustainable Development Goals (SDGs), the Six-Pillar Agenda of the present administration, and the National Strategy for the Development of Statistics (NSDS III).
The implementation of the Plan is expected to significantly improve the production, coordination, and use of official statistics in the State. Specifically, the Plan will:
i. Align statistical development with the State Development Plan, the Sustainable Development Goals (SDGs), the Six-Pillar Agenda of the present administration, and the National Strategy for the Development of Statistics (NSDS III). ii. Improve the quality, reliability, and availability of official statistics and key statistical indicators for governance and development planning. iii. Strengthen statistical coordination, networking, collaboration, and data sharing among Ministries, Departments, and Agencies (MDAs). iv. Provide a framework for identifying the data needs of users and developing strategies to effectively meet those needs. v. Establish mechanisms for mobilizing, harnessing, and efficiently allocating resources from diverse sources to support statistical development, while also providing structures for monitoring implementation. vi. Introduce strategies for the recruitment and retention of highly skilled statistical personnel. vii. Promote staff motivation through improved working conditions, provision of training facilities, adequate funding for statistical activities, and the implementation of the Consolidated Research and Allied Staff Salary Structure (CONRAISS) for statistical personnel, as recommended nationwide.
The new five-year policy document builds on previous efforts to reposition the Ekiti State Statistical System in line with directives from the National Bureau of Statistics. The initiative, which is supported by the State Statistical Law signed in December 2019, established the Ekiti State Bureau of Statistics and strengthened the institutional framework for statistical coordination in the State.
The Statistical Master Plan is structured around five key thematic areas:
i. Human Resources Development ii. Data Quality Development iii. Infrastructure and Skills Development iv. Data Management, Dissemination, and Access v. Organizational Development
The maiden edition of the State Statistical Master Plan covered the period 2011–2015, while the second edition spanned 2015–2019.
These earlier plans recorded significant milestones, including the signing of the State Statistical Law on 19 December 2019, the establishment of the Ekiti State Bureau of Statistics, and the institutionalization of the office of the Statistician-General, whose status was elevated to that of a Permanent Secretary in the State Civil Service from 2019.
Following the expiration of the previous editions and in compliance with the National Strategy for the Development of Statistics (NSDS III 2024–2028), the document was reviewed and updated to reflect emerging statistical needs and current development priorities.
In preparing the new Plan, extensive consultations were held with key stakeholders, including Planning, Research and Statistics Officers in MDAs, Local Governments and Local Council Development Areas, members of the Ekiti State House of Assembly, top government officials, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and the Organized Private Sector (OPS).
The draft document was subsequently presented for validation by stakeholders at both the State and Local Government levels. At the validation meeting, the Governor was represented by the Secretary to the State Government.
The approved Plan provides a comprehensive roadmap for strengthening the State’s statistical ecosystem and improving service delivery. Key focus areas of the document include:
i. Statistical advocacy and awareness creation ii. Statistical policies and regulatory frameworks iii. Institutional and organizational strengthening iv. Human resources and skills development v. Data development, management, dissemination, and access vi. Infrastructure and ICT development vii. Implementation, monitoring, and evaluation mechanisms viii. Financing arrangements and sustainability strategies
Council noted that the successful implementation of the Statistical Master Plan will further enhance the State’s capacity for data-driven governance and development planning.
To ensure the effective implementation of the Plan, Council also highlighted the need to address key outstanding matters, including the implementation of the Ekiti State Statistical Master Plan provisions, adoption of the recommended special salary structure for statistical personnel, and the constitution of the Governing Board for the Bureau of Statistics, among other institutional requirements.
3. Approval for the Rehabilitation of Drainage and Walkways at Government Special Schools.
SEC approved the rehabilitation of critical infrastructure at Government Special Schools affected by severe erosion in parts of the State. The approval specifically covers the reconstruction of failed drainage systems and the concrete landscaping of driveways and walkways at the Government Special School, Ido-Ekiti, as well as the construction of a new culvert, drainage systems, and associated concrete works at the Government Special School for the Deaf, Ikoro-Ekiti.
The interventions became necessary following the devastating impact of erosion on key infrastructure within the schools, including collapsed drainage channels, damaged walkways, compromised driveways, and in some cases, damaged perimeter fencing and assembly grounds which had significantly affected the learning environment and overall safety of students, particularly given the special needs of the pupils in the affected institutions.
Following the Governor’s directive in response to the situation, a team of professionals from the Bureau of Special Projects carried out on-site assessments to determine the extent of damage and to prepare detailed Bills of Quantities for the required rehabilitation works.
The State Executive Council subsequently approved ₦85,734,929.19 for the Government Special School, Ido-Ekiti covering the reconstruction of failed drainage systems and the concrete landscaping of driveways and walkways within the school premises.
Similarly, approved ₦88,945,400.00 for the Government Special School for the Deaf, Ikoro-Ekiti, where erosion had severely affected drainage channels, driveways, walkways, and parts of the school frontage.
Both projects are to be executed within 16weeks by the State Bureau of Special Projects through direct labour given the urgency of the intervention and the need to minimize disruption to the learning activities of the students.
The intervention is expected restore critical infrastructure within the affected schools, improve the safety and accessibility of the facilities, and provide a more conducive learning environment for students, particularly those with special educational needs.
4. Approval for the Renovation of the Ekiti State Liaison Office Complex, Abuja
The State Executive Council approved the renovation of the Ekiti State Liaison Office Complex located at 35B, Suez Crescent, Abacha Estate, Wuse Zone 4, Abuja.
The office, which serves as the official representation of the State Government in the Federal Capital Territory, has fallen into a dilapidated state, and its rehabilitation is critical to maintaining the image and operational efficiency of the State Government in Abuja.
Contract for the renovation of the complex was awarded to Clemcharles Nigeria Limited at a sum of ₦57,920,341.94 with three months completion period.
Renovation of the Liaison Office will restore the premises to a functional and presentable standard, reflecting the professionalism and commitment of the Ekiti State Government in the Federal Capital Territory.
5. Approval for the Construction of e-Office Space and Conference Hall for the Bureau of Public Procurement (BPP)
State Executive Council also approved the construction of a modern e-Office and Conference Hall for the Bureau of Public Procurement (BPP). This initiative is part of the current administration’s commitment to improving infrastructure and enhancing productivity across Ministries, Departments, and Agencies (MDAs) in the State.
The project is expected to provide a conducive working environment for BPP staff and serve as an alternative venue for conferences and official engagements for other MDAs, reducing pressure on the Governor’s Office Conference Hall.
A contract sum of ₦443,459,756.25 was approved for Messrs. Doylit Resources Limited for the construction of the BPP e-Office and Conference Hall with a 12-month completion period.
The approval for the construction of the e-Office and Conference Hall is aimed at enhancing operational efficiency at the BPP, supporting digital service delivery, and providing an accessible venue for inter-agency engagements in line with modern office standards.
6. Approval for Additional Works on the Re-Construction and Remodeling of the Oluyemi Kayode Stadium, Ado-Ekiti
SEC approved additional works on the re-construction and remodeling of the Oluyemi Kayode Stadium,in Ado Ekiti. The move is a reflection of the Ekiti State Government’s commitment to upgrading sports infrastructure in the State to meet national and international standards.
Please recall that the contract for the re-construction and remodeling of the Stadium was awarded to Messrs. United Logistic Construction Solution Limited on 13th March 2025 at the sum of ₦1,618,511,325.83. The scope of the project includes the existing Administrative Building, Soccer Pitch and accessories, Athletics Track, Spectators Stand Canopy, Perimeter Fencing, and Renovation of the VIP Stand. Significant progress has been achieved, with the project currently 74% completed.
However, during an inspection by the evaluation team, additional works necessary for holistic remodeling of the stadium were identified to include:
i. New and additional Administrative Building
ii. Additional spectators’ seats (1,500)
iii. Hostel (250 capacity)
iv. Spectators’ stand canopy extension
v. Multipurpose court (Volleyball and Basketball)
vi. Additional Stadium Lights
vii. VIP Toilets (5 units)
viii. Soccer Pitch Extension
An additional contract sum of ₦1,056,326,627.52 was therefore approved for the extra works, bringing the new total contract sum to ₦2,679,911,110.51, with a 12-month completion timeline.
The enhanced Oluyemi Kayode Stadium is expected to meet National Football League standards, elevate the spectator experience, and provide world-class facilities for athletes, officials, and sports enthusiasts in Ekiti State.
7. Approval for Renewal of Bank Guarantee for the 3MW Ekiti Independent Power Plant (IPP)
The Ekiti State Executive Council approved the renewal of the Bank Guarantee for the 3MW Ekiti Independent Power Plant (IPP) in the sum of ₦5,711,196,385.48, representing the buyout value for the third year of the plant. The approved renewal is to be forwarded to the State House of Assembly for legislative processing and passage.
This development follows a formal request from Access Bank Plc for the renewal of the Bank Guarantee for Ekiti IPP Limited, reflecting the buyout value for the plant’s third operational year.
Please recall that the State Government, at its 21st Meeting held on 7th July 2021, approved the development of the 3MW IPP by Messrs. Fenchurch Power Limited. Following that approval, the Ekiti State House of Assembly issued the following directives to support the project:
i. A Bank Guarantee of ₦7,878,705,906.79 for the duration of the Irrevocable Standing Payment Order (ISPO) to Ekiti Independent Power Project Limited; ii. An Irrevocable Undertaking requiring the State Government to domicile and retain its VAT account with the Bank until the expiration of the facility; and iii. Annual renewal of the Bank Guarantee on a reducing balance basis.
The renewal of the Bank Guarantee ensures the continuity of this strategic power initiative, reinforcing Ekiti State’s energy infrastructure and supporting the State’s industrial growth and economic development agenda.
8. Approval of ₦690.56 Million for Schools Renovations and Security Enhancements
Following the destructive 2025 rainstorm that affected several public secondary school buildings across Ekiti State, the Government of Ekiti State has taken swift action to restore and enhance affected educational facilities as well as the All Souls’ Grammar School, Ado-Ekiti, where the construction of a perimeter fence was identified as critical to improve the security of students and staff.
The scope of work and benefiting schools include renovation of science laboratories, classrooms, and administrative blocks in Mary Hill High School, St Thomas Secondary School, Itaji Grammar School, Ilupeju High School, Eyemojo Comprehensive High School, Notre Dame Grammar School, Fiyinfolu High School, Iropora High School, Temidire Community High School, Ogunnire Comprehensive High School, Ode High School, Community High School Erijinyan-Ekiti, and St Michael Secondary School, Ifaki-Ekiti as well as renovation of blocks and construction of perimeter fence in All Souls’ Grammar School, Ado-Ekiti.
The ₦690,563,845.45 contract is to be awarded to Messrs. Clem Charles Nigeria Limited via Direct Procurement, owing to the company’s extensive experience and proven track record in public building projects within the State.
This initiative underscores the Ekiti State Government’s commitment to ensuring safe, conducive, and secure learning environments for students across the State.
9. Approval for Construction of Three Buildings at Gede Farm Settlement
The Ekiti State Executive Council has approved the sum of ₦136,243,816.22 (One Hundred and Thirty-Six Million, Two Hundred and Forty-Three Thousand, Eight Hundred and Sixteen Naira, Twenty-Two Kobo) for the construction of three buildings at the Gede Farm Settlement.
The approval forms part of the State Government’s ongoing efforts to strengthen its interventions in agriculture and rural development, which remain key pillars of the Administration’s development agenda.
Over the years, Ekiti State Government’s sustained focus on agriculture and rural development has laid a strong foundation for inclusive socio-economic growth and shared prosperity. The administration’s initiatives in the sector have been impactful, result-oriented, and transformative, earning recognition and commendations across the country.
In furtherance of these efforts, the Government has resolved to reconstruct three out of the twenty abandoned and dilapidated buildings located within the Gede Farm Settlement. The rehabilitation and development of these facilities are aimed at revitalizing the settlement, supporting agricultural activities, and improving living and working conditions for farmers and agricultural workers in the area.
The project will be executed through direct labour and is expected to be completed within a period of six months.
This initiative underscores the commitment of the Ekiti State Government to revitalizing agricultural infrastructure, promoting rural development, and creating sustainable opportunities for farmers and agribusiness across the State.
10. Approval for Rehabilitation of Key Ado-Ekiti Township Roads
The Ekiti State Executive Council approved the sum of ₦6,290,549,973.44 (Six Billion, Two Hundred and Ninety Million, Five Hundred and Forty-Nine Thousand, Nine Hundred and Seventy-Three Naira, Forty-Four Kobo) for the rehabilitation of major township roads in Ado-Ekiti.
The roads approved for rehabilitation include:
• New Iyin – NTA Road (2.8 km dualized road)
• Onigari – Spotless Hotel – Egbewa Road (1.6 km)
• Ijigbo – Baptist High School Road (3.5 km dualized road)
• Okesa – Oke Ori Omi – Irona Road (1.2 km)
• Oke Iyinmi – Fajuyi – Police Headquarters Road (5.4 km)
• Ecobank – Mobil Filling Station, Ajilosun Road (1.6 km dualized road)
• Ile Abiye – Bisi Egbeyemi Crescent – Government House Gate Road (345 metres)
The initiative forms part of the present Administration’s sustained commitment to infrastructural development across the State, particularly within the State capital. The rehabilitation of these roads is expected to improve traffic flow, ease the movement of people, goods and services, and significantly enhance socio-economic activities within Ado-Ekiti and its environs.
Please note that the road rehabilitation programme is being implemented in phases, with the current approval representing a new phase of the initiative. Additional phases are expected to commence in due course as part of the Government’s broader and sustained effort to upgrade critical road infrastructure across Ado-Ekiti and improve urban mobility within the city.
The project will be executed by Messrs. Delko Holdings Nigeria Limited, an indigenous construction firm that recently successfully completed the rehabilitation of the Itapa–Omu–Ijelu Road. The contract is expected to be completed within a twelve (12) month period.
