Highlights Of The Far Reaching Decisions Taken At The Ninth Meeting (2025) Of Ekiti State Executive Council Meeting Via Zoom Video Conferencing At Noon On Tuesday, 25th November, 2025

THE STATE EXECUTIVE COUNCIL APPROVED THE FOLLOWING AMONG OTHERS:

1. Approval of ₦7,723,238,411.12 for the Reconstruction of Road Network Adjoining the New Flyover Bridge in Ado-Ekiti

The Council approved the sum of ₦7,723,238,411.12 (Seven billion, seven hundred and twenty-three million, two hundred and thirty-eight thousand, four hundred and eleven naira, twelve kobo) for the reconstruction of road network adjoining the new flyover bridge in Ado-Ekiti.

The approval is aimed at ensuring free flow of traffic and enhancing socio-economic activities in and around the flyover located at the centre of the State capital, including the entire Old Garage area.

Roads earmarked for rehabilitation in the corridor include:

• Mathew Road to St. Paul’s Anglican Church

• Ijigbo through Ojido to Odo Ado

• Mugbagba Roads

• Ojumose/Post Office via Ewi’s Palace Road

• Atikankan to Baptist Church Road

The scope of work covers site clearing, earthworks, construction of concrete drains, pavement improvement, and asphalt overlay.

The contract is to be executed by Messrs Step Development Limited, the current contractor handling the flyover project, having demonstrated both the technical capacity and financial strength required to deliver seamless and integrated construction around the corridor.

The project is scheduled for completion within 12 months.

2. Approval of ₦1,064,544,905.84 for Electricity Extension and Installation of Transformers in Underserved and Unserved Communities

The State Executive Council also approved a total sum of ₦1,064,544, 905.84 (One billion, sixty-four million, five hundred forty-four thousand, nine hundred five naira, eighty-four kobo) for the extension of electricity and installation of transformers to the underlisted communities as detailed below:

i. Ise Ekiti and Orun Ekiti – ₦113,089,539.90

ii. Fiwasaye, Abe Koko axis and Onala Communities, – ₦136,758,765.20

iii. Oke-Ureje and Itamo communities, Ado Ekiti – ₦ 64,502,259.65

The approval is in furtherance of the Oyebanji administration’s drive to enhance electricity access across the State and part of interventions of the State Government to address challenges of electric power supply to the underserved and unserved communities in the State with the focus of enhancing economic productivity and public safety in alignment with applicable Sustainable Development Goals (SDGs).

The Ekiti State Electricity Board (EKSEB) is expected to execute to projects through direct labour within three months

 

3. Approval of ₦1,065,191,850.00 for the Construction of a Permanent Structure for the Ekiti Start-up Garage.

The Council approved ₦1,065,191,850.00 (One billion, sixty-five million, one hundred and ninety-one thousand, eight hundred and fifty naira only) for the construction of a permanent facility to accommodate the equipment and programmes of the Ekiti Start-up Garage, under the Ministry of Innovation, Science and Digital Economy.

This approval follows the United Nations Development Programme (UNDP) commitment to support the innovation hub with equipment.

The Ekiti Start-up Garage is the first state-level innovation hub in Ekiti, designed as a dynamic ecosystem offering co-working facilities, mentorship, incubation programmes, high-speed internet, and opportunities for collaboration among techpreneurs, developers, investors, and researchers.

The hub which offers mentorship, incubation programs, and access to resources (like high-speed internet) so young innovators can build their projects, also supports events: workshops, seminars, hackathons, and other innovation-oriented gatherings. The goal is to foster the birth and growth of ideas and convert them into real-world solutions that can tackle both local and global challenges.

 

One of its core aims is job creation and economic growth, particularly by enabling youths to turn their innovative ideas into viable businesses. It is also targeted at bridging the gap between young innovators and funding / investment opportunities, by connecting them with investors. (A concrete example: Team Savvy, a group of young innovators, got mentorship from the Startup Garage and went on to win N 5 million in a hackathon for their fintech solution).

 

The hub is part of a broader vision by Ekiti’s government (under Governor Biodun Oyebanji) to position the state as a leader in digital transformation and technological innovation; boost Youth empowerment, economic growth, technological innovation and attracting investment.

The contract was awarded to Kelvinkay Global Nigeria Limited with a 12-week completion timeline.

4. Approval for the Presentation of the Ekiti State Revenue Administration Bill, 2025 to the State House of Assembly for legislative consideration and passage.

Council approved the presentation of the Ekiti State Revenue Administration Bill, 2025 to the Ekiti State House of Assembly for legislative consideration and passage.

The Bill seeks to strengthen the administration and collection of all revenues due to the State Government and Local Government Councils through the Ekiti State Internal Revenue Service (EKIRS).

When passed, the Bill will regulate:

i. Assessment of individuals, estates, trusts, settlements, communities, and families chargeable with tax and non-tax revenues in the State

ii. Assessment, collection, accounting, and enforcement of payment of taxes and non-tax revenues due to the State or its agencies

iii. Collection, recovery, and remittance of revenues to designated government accounts

iv. Examinations and investigations to enforce compliance, in collaboration with law enforcement agencies

v. Maintenance of databases, records, and reports relating to tax waivers, fraud, evasion, and revenue matters. No tax or levy shall be waived except with approval of the State House of Assembly upon application through the Governor.

5. Approval for the Presentation of the Eight Toolkits, the Investment Approval Process (IAP), and the Implementation Plan for the Implementation of the Framework for Responsible and Inclusive Land-Intensive Agriculture (FRILIA) in the State to the House of Assembly for Legislative Consideration and Passage

The eight (8) toolkits are as follows:

i. Stakeholder Engagement Toolkit and Communication Toolkit;

ii. Grievance Redress Mechanism Toolkit;

iii. Environmental and Social Risk Management Toolkit;

iv. Land Access, Easement and Involuntary Resettlement Toolkit;

v. Global Memorandum of Understanding/Agreements Toolkit;

vi. Out-Growers’ Scheme Toolkit;

vii. Community Needs Assessment Toolkit; and

viii. Valuation and Compensation Toolkit.

 

The Framework for Responsible and Inclusive Land-Intensive Agriculture (FRILIA) is a World Bank initiative implemented with technical support from the Nigeria Governors’ Forum (NGF) Secretariat, Abuja, under the State Business Enabling Reforms (SABER) Programme—Disbursement Linked Indicator (DLI 1), which focuses on improving land administration.

The FRILIA Technical Committee developed the eight (8) Toolkits, the Investment Approval Process (IAP), and the Implementation Plan in alignment with FRILIA principles and international best practices. These documents constitute major prerequisites for accessing the 2025 disbursement of $4.5 million. The FRILIA State Steering Committee has reviewed, amended, and approved the documents for further presentation.

This approval is therefore, to facilitate a smooth drawdown of the World Bank support, as one of the key conditions for accessing these funds is the passage of the Investment Approval Process (IAP) Document and the eight (8) Toolkits into law by the State House of Assembly, with publication completed on or before 31st December 2025.

Furthermore, this initiative aims to address existing challenges in land administration for agricultural purposes. It ensures that land acquisition, allocation, and resettlement processes for large-scale agribusiness investments adhere to international best practices, thereby promoting sustainable and inclusive agricultural development. This aligns with the efforts of the present administration to deepen the Ease of Doing Business (EoDB) in Ekiti State.
