THE STATE EXECUTIVE COUNCIL APPROVED THE FOLLOWING:-
1. A Bill to enact a Law to provide for the Registration, Regulation and Supervision of Co-operative Societies in Ekiti State and presentation of the Bill to the Ekiti State House of Assembly for legislative processing and subsequent passage into law.
The proposed law is to replace the Co-Operative Societies Law Cap.C15, Laws of Western Region of Nigeria 1978 and aimed at ensuring proper accountability of Cooperative Societies and for related matters.
The Law is to make provision for, among others:
Registration of Cooperative Societies in Ekiti State;
i. the appointment of Director and Assistant Director of Cooperatives;
ii. membership qualification;
iii. power to make bye-Laws;
iv. settlement of dispute, mediation, arbitration and enforcement;
v. audit of accounts of a registered Cooperative; and
vi. repeal of Co-Operative Societies Law Cap.C15,Laws of Western Region of Nigeria 1978.
2. N65,234,700.55 (Sixty-five million, two hundred and thirty-four thousand, seven-hundred-naira, fifty-five kobo) for the Renovation and Upgrade of the Olugbenga Faseluka Building, State Secretariat, Ado Ekiti.
The approval is to proactively address the urgent need to renovate and upgrade the building to forestall further deterioration and provide a better working environment for government employees with the aim of boosting productivity.
Direct Labour method was recommended and adopted to eliminate middlemen or subcontractor, enhance quality control and effective supervision with the job to be carried out by the Bureau of Assets Management within 16 weeks.
3. Payment of N78,112,065.12 (seventy-eight million, one hundred and twelve thousand, sixty-five naira and twelve kobo) compensation to 41 (forty-one) claimants of the additional enumerated buildings for urban renewal project at Atikankan, Ado-Ekiti.
The approval arose from the need to acquire additional land for the Atikankan Urban Renewal Project and the marking of additional buildings for demolition to make way for the new project which is aimed to transform the area into a sustainable urban space for a world class retail modern sectoral market for Ado-Ekiti.
Governor Oyebanji had constituted a verification and valuation committee chaired by the Director-General of the Office of Transformation and Service Delivery (OTSD) to ensure a fair assessment of the affected buildings slated for demolition and the recommended compensation for the affected 41 claimants.
The claimants are to be paid directly by the Ministry of Physical Planning and Urban Development.
4. N418,990,000.00 (Four hundred and eighteen million, nine hundred and ninety thousand naira) procurement of seven Toyota Hummer buses and one Toyota Prado SUV for agricultural operations in Ekiti State
The approval to procure Vehicles for Agricultural Operations in Ekiti State is for ease of operations of the Bring Back Our Youths to Agriculture programme across the 16 Local Governments and 22 LCDA in the State. It is an expansion of the present Administration’s intervention programme on the “Bring Back Our Youths to Agriculture (BBYA), a Public Private Partnership (PPP) initiative which had empowered large number of youths since year 2024.
The authorization is by Direct Procurement Method to be undertaken by Messrs. Tayodeji Hub Nigeria Limited and delivered within six weeks.
5. N86,122,447.50 (Eighty-six million, one hundred and twenty-two thousand, four hundred and forty-seven naira, fifty kobo) for the construction of six numbers of 2,000-capacity poultry pen in three Senatorial Districts of the state.
The approval is part of efforts to expand Government’s intervention programme in Broiler Production with the construction six numbers poultry pens of 2,000 capacity each in the three Senatorial Districts of the State specifically at Efon, Irepodun/Ifelodun, Emure and Ikere LGAs in this instance.
The present Administration, under the leadership of Governor Biodun Oyebanji, has demonstrated unwavering resolve and commitment to transform the Agriculture Sector, through Public Private Partnership (PPP) intervention plan on the establishment of poultry production clusters in Ekiti State. The plan without any doubt has been a huge success, since it is a source of sustainable job for the youths in the poultry value chain of the livestock subsector.
The expansion will enable the program take another batch of trainees from other senatorial Districts of the state and run their business in the new pens without hindering the existing participants.
The project expansion was approved to be awarded to Adebankpet Nigeria Limited with six weeks completion period.
6. N638,382,221.40 (Six hundred and thirty eight million, three hundred and eighty two thousand, two hundred and twenty one naira, forty kobo) the procurement of furniture and equipment for the newly constructed dormitories for participants of the “Bring Back our Youths to Agriculture” Programme.
The approval is to make the new residences habitable for participants of the Agricultural programme.
The approval gave the contractor, that Messrs. Akocen Works Venture Limited, six weeks delivery period.
7. N299,924,772.20 (two hundred and ninety nine million, nine hundred and twenty four thousand, seven hundred and seventy two naira, twenty kobo) for the Ekiti Broilers Production Scheme for Youth empowerment.
The present Administration, under the leadership of Governor Biodun Oyebanji, is committed to transforming the Agricultural Sector in Ekiti State, through targeted initiatives. The efforts of Mr. Governor led to the renovation of poultry pens at Erinfun, Ado-Ekiti, and empowerment of over 150 youth in the State through contractual commercial broiler production and acquisition of entrepreneur skills in poultry production, processing and marketing.
The approval is to expand Government intervention in Agriculture specifically for the Ekiti Broilers Production Scheme for Youth Empowerment (EBOPS)
The State Executive Council approved two contractors in line with Direct Procurement Method to handle each of the two parts of the contract with Rismosh Investment Nigeria Limited handling the Economy of Production for EBOSPS at a sum of N217,582,272.20 (two hundred and seventeen million, five hundred and eighty two thousand, two hundred and seventy two naira, twenty kobo) and Economy of Production for EBOSPS while M&D Sola Multiglobal Resources is to handle Rearing Equipment and Materials for EBOPS at a sum of N82,342,500.00 (eighty two million, three hundred and forty two thousand, five hundred naira). Both contractors were given six weeks completion period.
8. N70,000,000.00 (seventy million naira) the capitalization of Fountain Agricultural Marketing Agency (FAMA) for the procurement of Agrochemicals through Direct Labour to meet the State’s needs.
The agricultural sector is considered a vital part of this Administration’s economic agenda, focusing on food security, job creation for unemployed youths, wealth generation for farmers, capacity building, yield improvement, and attracting agribusiness investments.
The approval is to fund and empower the Fountain Agricultural Marketing Agency (FAMA) which has the responsibility of effectively providing timely, adequate and cost-effective farming inputs to micro, medium and large-scale farms across the State, to procure agrochemicals in a bid to expand its reach to meet growing demands and support agribusinesses.
9. N358,344,250.00 (three hundred and fifty eight million, three hundred and forty four thousand two hundred and fifty naira) for the establishment of Ekiti State fashion and Garment training and production project Phase I
The Ekiti State Government through the Ministry of Trade, Investment, Industry and Cooperatives is establishing a Fashion Hub and production project. The setup of the initiative is divided into two phases. Phase 1 will involve training of one hundred (100) participants in garment making for a six-month period, while the second phase will see the hub become a fully-fledged production outpost, with 50 graduates from phase 1 forming the first batch of factory workers, including tailors, pattern drafters, monogrammers and others.
The approval is also for the Ministry to engaged relevant fashion stakeholders, including Mrs. Funmi Ajila-Ladipo of the FA Foundation, Beyond Cloth and OSC College of Fashion through Sole Sourcing Procurement Method by Messrs.SQonsults Ltd considered to have expertise in the field to ensure the successful implementation of the initiative.
The State Executive Council approve 60% mobilization fees upon the submission of Advance Payment Guarantee (APG) while subsequent payments should be based on milestone achieved on the job with 12 months completion period.
10. N3,866,537,299.57 (three billion, eight hundred and sixty six million, five hundred and thirty seven thousand, two hundred and ninety nine naira, fifty seven kobo) for the construction of Aviation Staff Quarters at the Ekiti State Agro-Allied International Cargo Airport, Ado-Ekiti.
As part of ongoing efforts to ensure the successful operational take-off of the Ekiti State Agro-Allied International Cargo Airport, Ado-Ekiti, the Ekiti State Government secured 14 residential flats comprising six two-bedroom flats and eight three-bedroom flats located at the GRA, Ado-Ekiti to accommodate the aviation personnel deployed to the facility. These quarters provide a conducive living environment essential for staff productivity and welfare.
The approval is to address the need to construct purpose-built aviation staff quarters within the external perimeter fence of the Airport in line with standard industry practice across Nigeria to optimize operational efficiency, enhance security of the Airport installations and reduce both transit time and daily transportation costs associated with commuting from GRA to the airport.
The proposed quarters approved to be constructed by Messrs. CCECC Nigeria Limited would consist of 40 residential units made up of:
i. 32 self-contained apartments for junior and middle cadre officers
ii. 6 units of one-bedroom apartments for senior staff
iii. 2 units of two-bedroom apartments for management staff.
The scope of work also includes external infrastructure, construction of car parking lots and installation of a simple direct flame incinerator to serve as a Solid Waste Management System for the entire Airport. The contract was approved to be completed in four months.
11. Award of N7,338,630.794.94 (seven billion, three hundred and thirty eight million, six hundred and thirty thousand, seven hundred and ninety four naira, ninety four kobo) contract to Messrs. Wals and Funs Nig. Limited for the rehabilitation of Ikogosi-Ipole-Efon Alaaye road.
The approval is in line with the strong commitment of the present administration to maintaining and upgrading the State road network as enshrined in its infrastructural development agenda.
The project is aimed at easing the hardship of the people, enhance socio-economic activities of the axis and improve the security of lives and property of the people along the route.
The work to be done includes clearing, earthworks, concrete drains, scarification, pavement and laying of asphalt and completed within 24 months.
