THE STATE EXECUTIVE COUNCIL APPROVED THE FOLLOWING:
1. A bill to establish the Ekiti State Council for digital innovation and entrepreneurship and presentation of said bill to the State House of Assembly for legislative processing and subsequent passage into law
The move is part of efforts at providing and developing an enabling environment for technology-enabled startups in the State with the objectives to;
i. Provide a legal and institutional framework to support the growth and development of digital innovation startups in Ekiti State;
ii. Provide an enabling environment for the promotion, establishment, development, and operation of digital innovation startups in Ekiti State;
iii. Develop and grow technology-related talents through training, mentorship, and education
iv. Position Ekiti State as a leading digital technology hub in Africa, boasting excellent innovators with cutting-edge skills and exportable capacity.
2. A bill to make a Law for the repeal of the Prohibition of Cattle and other Ruminants Grazing in Ekiti State Law No. 4 of 2016 and to enact the Cattle and other Ruminants Grazing in Ekiti State Law of 2025 and presentation of said bill to the State House of Assembly for legislative processing and subsequent passage into law.
The approval is part of a multi-pronged approach to effectively avert herders/farmers conflict in the State by repealing the existing law and reenacting a new one to regulate and control Cattle and Ruminants grazing in the State as well as to immediately effect:
i. The need to involve traditional rulers, the Chairmen of Local Governments council and also obtain the Governor’s approval before settlement of Herdsmen for grazing purpose in any community in Ekiti State;
ii. To make provision for procedures for compulsory certification and registration of Herdsmen for settlement for grazing purpose in Ekiti State;
iii. To expressly state the offences and penalties for contravening the extant Law on Prohibition of Unguarded Grazing of Cattle and other Ruminants in the State and
3. N57,475,950.00 (fifty seven million, four hundred and seventy five thousand, nine hundred and fifty naira only) for the installation of solar streetlights on the BOVAS Filling Station to Spotless Hotel Road, Off Secretariat Road in Ado Ekiti.
The approval is part of broader efforts of the Oyebanji administration to enhance the State’s infrastructure, boost security and beatify the State capital as part of efforts to complement the State’s Urban Renewal Project and making the State a prime destination for business, leisure, and investment.
The present administration had constructed the road as part of its development agenda and considered it imperative to install streetlights for proper illumination to proactively address issue of security noting that lack of proper lighting may embolden criminal activities.The project, awarded to the State Electricity Board (EKSEB) through Direct Labour, is expected to be completed within three months.
4. N84,752,912.60 (eighty four million, seven hundred and fifty two thousand, nine hundred and twelve naira, and sixty kobo only for the replacement of convectional streetlight lamps from INEC Office Area, New Iyin road to Secretariat Road Phase II, Ado-Ekiti with solar lamps.
The approval is a strategic effort to promote energy efficiency and ensure prudent utilization of limited State resources through cost-saving measures and reduced dependence on diesel.
The State Executive Council noted that while other section from INEC office area to Government House junction remained powered by the Independent Power Plant (IPP), power cables at the new INEC office area to Secretariat Road, which are covered by convectional lamps had been subjected to repeated vandalism thus exposing the area to security breaches and disrupted economic activities.The project was approved to be executed by the Ekiti State Electricity Board (EKSEB) through Direct Labour and completed within three months following recommendation to replace the convectional lamps in the exposed section with solar equivalence. The Council noted that replacing the conventional lamps in the affected section with solar-powered alternatives would deter the activities of bad actors.
5. N199,300,000.00 (one hundred and ninety nine million, three hundred thousand naira only) for upgrading of the 2.5MVA transformer at the Government House Injection substation to 5MVA power transformer.
The Governor’s Office, Government House and other critical MDAs including the Ministry of Finance and the BPP were subjected to extended disruptions in power supply following the failure of the 2.5MVA transformer at the Government House Injection substation. The transformer failure which is attributed to overloading as a result of increasing power demands in the area has severely impacted the operations of the affected MDAs. Consequently, it became necessary not only to replace the transformer but also to upgrade its capacity to meet both current and future power requirements.
The approval is aimed at complementing electricity supply from the Independent Power Project (IPP). The project which is expected to be completed within three months was awarded through Direct Labour to the Ekiti State Electricity Board.
6. N198,369,532.50 (one hundred and ninety eight million, three hundred and sixty nine thousand, five hundred and thirty two naira, and fifty kobo only) for the restoration of the damaged transformers in Omuo Ekiti.
Following the rehabilitation of the 33kV network that serves Gbonyin, Aiyekire and Ekiti-East LGAs and LCDAs of the Ekiti State Government, it became imperative to repair the damaged transformers in the area resulting from the prolonged power outage. The move is aimed at enabling the communities enjoy the transformative benefits of consistent power supply. The job was approved to be executed through direct labour by the Ekiti State Electricity Board and completed within three months.
7. N81,732,998.00 (eighty one million, seven hundred and thirty two thousand, nine hundred and ninety eight naira only) to rehabilitate the existing electricity network from Igede through Awo and Iropora communities to Epe and Araromi Ekiti.
Communities in Epe and Araromi Ekiti had written to the Governor on electricity intervention, citing their communities’ prolonged power outage spanning over three years due to vandalism of the 33kV network between Igede and Awo Ekiti. The State Executive Council noted that Awo and Iropora Ekiti have also been without electricity for same extended period making it became imperative to rehabilitate the network from Igede through Awo and Iropora communities for the benefit of all affected communities.
The job was approved to be executed through direct labour by the Ekiti State Electricity Board and completed within three months.
8. N176,995,229.00 (one hundred and seventy six million, nine hundred and ninety five thousand, two hundred and twenty nine naira only) for extension of the extending the stable Ilesa-Efon 33kV electricity network from Itawure to Idi-Aagba.
The approval is in line with the infrastructural development agenda of the Oyebanji Administration and is aimed at boosting supply of electricity to the area. Idi Aagba, a community in Ekiti West Local Government Area has been plagued by unreliable electricity supply, characterized by frequent faults, under-voltage issues and prolonged blackout which has negatively impacted residents’ quality of life as well as hindered agricultural economic growth and raised security concerns.
Investigation revealed that the root cause of the problem lies in the lengthy supply network from Esa-Oke, which is prone to significant line losses, hence the need to reroute the supply network by extending the stable Ilesa-Efon 33kV network from Itawure to Idi-Aagba.The job was approved to be executed through direct labour by the Ekiti State Electricity Board and completed within three months.
9. N200,000,000.00 (two hundred million naira only) for the construction of Modular Solar-Powered Irrigation System at some selected Farm Hubs presently being utilized by youths participating under the Bring Back Our Youths to Agriculture Programme.
The decision was part of efforts to transform the Agriculture Sector in Ekiti State, through targeted initiatives and the Modular Solar-Powered Irrigation System are to be constructed to boost productivity at some selected farm hubs presently being utilized by Youths participating under Bring Back Our Youths to Agriculture (BBYA) Programme. It is a proactive move to utilize innovative irrigation systems, leveraging on our perennial water bodies that are in situated at various locations in the State to prevent negative impacts of unpredictable and uncontrollable changes in weather conditions on agricultural production.
It is also a reflection of the unwavering resolve and commitment to transforming the Agriculture Sector, through empowering youths in agriculture at various locations across the State. Proposed location for the installation of irrigation facilities are the Ose Center in Emure LG, Ado, Ikere and Aramoko.
10. N515,919,309.45 (five hundred and fifteen million, nine hundred and nineteen thousand, three hundred and nine naira, forty five kobo) for the reconstruction of the failed culvert at Adekaitan Filling Station, Ilawe Road, Ado Ekiti.
The approval is in line with the policy of the present administration on infrastructure, commitment to making life easier for citizens by focusing on access to essential services, economic opportunity amongst others. The plan is to reconstruct the failed culvert with concrete channel at Adekaitan filling station, Ilawe Road, Ado-Ekiti to avert total disconnection that could make the road impassable to commuters.
The job is to be awarded to Messrs.Banky Pacesetter Nigeria with five months completion period while the contractor is to be paid 50% of the contract sum as mobilization fee for the job upon the submission of an Advance Payment Guarantee (APG).
11. N1,504,980,928.26 (one billion, five hundred and four million, nine hundred and eighty thousand, nine hundred and twenty eight naira, twenty six kobo) for the construction of Odo Oja Water Scheme, Ikere Ekiti, Ekiti State.
Approval for the construction of a new 5.7liters water scheme that can adequately service over 28 thousand people in the first phase is part of efforts to increase access to potable Water Supply, Sanitation and Hygiene (WASH) services in the State. The job, approved to be awarded to Jadfem Nigeria Limited, will be executed under the World Bank supported Sustainable Urban Rural Water Supply, Sanitation and Hygiene (SURWASH) Programme within 10months.
12. N110,000,000.00 (one hundred and ten million naira) forthe engagement of Messrs. Global Impact Environmental Limited to undertake comprehensive hydrological investigation, characterization and groundwater resources mapping across the State.
Ekiti State has abundant surface and subsurface water resources but lacks sufficient scientific data on its hydrological potential and groundwater distribution, which are crucial for effective water resources management. Recent discoveries of artesian wells in Ado, Ikere, and Ifelodun/Irepodun LGAs/LCDAs from accidental drilling into confined aquifers have caused uncontrolled water discharge, aquifer depletion, borehole failures and possible rock fractures. These issues highlight the urgent need for comprehensive hydrological investigation and mapping to guide sustainable groundwater utilization and prevent environmental risks.
The consultants have 24 weeks to complete the assignment.
13. Award of N1,838,567,611.50 (one billion, eight hundred and thirty eight million, five hundred and sixty seven thousand, six hundred and eleven naira, fifty kobo) contract for the remodeling of Adekunle Fajuyi Memorial Park to Messrs. Rutnael project Limited.
This project aims to remodel the park to become international Tourism Centre and also to make the park a befitting place for the immortalization of an Icon of the State, Lt-Col. Adekunle Fajuyi in fulfillment of Agenda 2, 3 and 5 (Youth Development & Job Creation, Human Capital Development, Infrastructure & Industrialization) of the present administration’s Six Points Agenda. The State Exco also approve 52 weeks completion period for the job.
13. Award of N1,838,567,611.50 (one billion, eight hundred and thirty eight million, five hundred and sixty seven thousand, six hundred and eleven naira, fifty kobo) contract for the remodeling of Adekunle Fajuyi Memorial Park to Messrs. Rutnael project Limited.
This project aims to remodel the park to become international Tourism Centre and also to make the park a befitting place for the immortalization of an Icon of the State, Lt-Col. Adekunle Fajuyi in fulfillment of Agenda 2, 3 and 5 (Youth Development & Job Creation, Human Capital Development, Infrastructure & Industrialization) of the present administration’s Six Points Agenda. The State Exco also approve *six month* completion period for the job.
14. N84,916,538.15 (eighty four million, nine hundred and sixteen thousand, five hundred and thirty eight naira, fifteen kobo) for the renovation of public buildings affected by rainstorm in Ado-Ekiti.
The rainfall of Saturday, 26th April, 2025 affected some public buildings within Ado Ekiti metropolis causing damage to roof coverings, roof carcasses, ceiling boards, electrical fittings, fence walls and furniture items. Among the building affected are Ministry of Justice; Ministry of Education; Ministry of Agriculture and Food Security; Ministry of Health and Human Services; Ministry of Women Affairs and Social Development; Ministry of Infrastructures and Public Utilities; Obafemi Awolowo Civic Centre; SUBEB Building; Ekiti Parapo Pavilion; Elderly Home/Resort Centre; Ekiti State Fire Service perimeter fence and Customary Court of Appeal perimeter fence. Given the urgency and the level of damage on the affected buildings, the approval authorizes the Bureau of Special Projects to carry out the repairs within three months.
15. N2,188,398,205.00 (two billion, one hundred and eighty eight million, three hundred and ninety eight thousand, two hundred and five naira) for extension works on the construction of Arts and Cultural Centre at Waterworks Area in Ado Ekiti.
The approval is to allow acquisition, remodeling and reconstruction of two hitherto abandoned within the vicinity of the facility to prevent them becoming a nuisance to the newly constructed Cultural Centre and possible a security concern in the area. It is also in line with the present Administration’s agenda on infrastructural development and expansion of the Creative Economy Sub-sector especially for the purpose of job creation for the teeming talented youths in the State. The SEC approved the job be awarded to Clem Charles Nig. Ltdwith three months completion period.
16. N1,100,224,509.93 (one billion, one hundred million, two hundred and twenty four thousand, five hundred and nine naira, ninety three kobo) for the construction of access road to the new multipurpose building at the University Teaching Hospital, Ado Ekiti.
The road is expected to ease access to the new multipurpose building at the hospital and a further demonstration of the commitment of the Oyebanji administration to ensuring a good well-maintained road network that will make every part of the State accessible. The contract was approved to be awarded to Messrs. Axial Nigeria Limited with 12 months completion period while 60% of the contract sum would be paid as mobilization fee for the job upon the submission of an Advance Payment Guarantee (APG) or Insurance Bond.
17. N10,115,027,709.41 (ten billion, one hundred and fifteen million, twenty seven thousand, seven hundred and nine naira, forty one kobo) for the rehabilitation of 11.4km and reconstruction of 6km Ita-Ido-Ido-Ile-Okemesi-Ikoro road.
The approval was in furtherance of the present Administration’s commitment to proper maintenance and upgrading of the State’s road network. The road is also expected to ease the hardship of the people in the area, improve the socio-economic activities of the axis and improve the security of lives and properties of the people along the road.
The project was approved to be awarded to Messrs. Banky Pacesetter Nigeria Limited with payment of 60% of the contract sum as mobilization fee and 20 months completion period.
18. The Year 2024 Ekiti BERAP Progress Report for implementation and online publication
Ekiti is one of the participating States in the State Action on Business Enabling Reform Programme (SABER). The implementation of programme’s action steps has helped in improving business environment in the State which has also resulted in Ekiti becoming a reference point among other States in Nigeria in virtually all the programme’s Disbursement Link Indicators (DLIs). As part of the prerequisite for Ekiti State Government to benefit from the State Action on Business Enabling Reform Programme’s result-based financing for year 2025, the Progress Report for Year 2024 Business Enabling Reform Action Plan (BERAP) is expected to be presented to the State Executive Council and thereafter published online on or before 31st July, 2025. The Business Enabling Reform Action Plan (BERAP) for Year 2024 was extensively discussed and unanimously approved by the Ease of Doing Business (EoDB) Council members at 2025 2nd Quarter meeting held on 23rd of June 2025 and the report has been reviewed and cleared by the Presidential Enabling Business Environment Council (PEBEC) Secretariat.
19. N100,000,000.00 (one hundred million naira) for the procurement of ventilator and other accessories at the Ekiti State University Teaching Hospital (EKSUTH), Ado-Ekiti.
The approval is part of efforts to enhance healthcare services within the State, and particularly, the Ekiti State University Teaching Hospital (EKSUTH) with the acquisition of a ventilator and other accessories for its Intensive Care Unit (ICU). This acquisition aligns with the present Administration’s ongoing initiative to improve the hospital’s facilities. The purchase is to be done through Direct Procurement method from Messrs.Healthshare Procurement Limited with three months delivery period due to the nature and peculiarity of the equipment and the risk associated.
