Highlights Of The Far Reaching Decisions Taken At The Ekiti State Executive Council Virtual Meeting Of Wednesday 2nd July, 2025 Chaired By Governor Biodun Abayomi Oyebanji

THE STATE EXECUTIVE COUNCIL APPROVED THE FOLLOWING:

1. THE APPOINTMENT OF PRINCE OMOLAYO OLUSOLA EMMANUEL FROM THE AKETEPE RULING HOUSE AS OWA OF AYEBODE EKITI IN IKOLE LOCAL GOVERNMENT AREA OF THE STATE.

Prince Omolayo Olusola Emmanuel is to succeed the late Oba Augustine Tayo Famoroti from the Famoroti Ruling House who passed away on 24th September, 2022.

The Owa of Ayebode Ekiti in Ikole Local Government Area is a recognized Chieftaincy to which the provision of the Chiefs Law Cap C5 Law of Ekiti State (2012) applies. Ayebode Ekiti has a Registered Chieftaincy Declaration that established two Ruling Houses namely Aketepe and Famoroti with six Kingmakers: Obaaro, Aro, Onisa, Asalu, Oniranro and Sajowa, out of which only the Onisa and the Sajowa were able to carry out their duties in the selection process.

The inability of the remaining Kingmakers to form quorum led to the appointment of two Warrant Chiefs into the Obaro and Asalu Chieftaincies to facilitate the process of filling the vacant stool of Owa of Ayebode Ekiti.

The provision of the Chiefs Law (2012) was strictly adhered to in the selection of Prince Omolayo Olusola Emmanuel as Owa of Ayebode Ekiti elect and legal notice authorized for publication in the State Government Gazette.

 

2. A SUM OF N54,485,953.60 (FIFTY FOUR MILLION, FOUR HUNDRED AND EIGHTY FIVE THOUSAND, NINE HUNDRED AND FIFTY THREE NAIRA AND SIXTY KOBO ONLY) FOR THE EARTH-DREDGING WORKS OF THE RIVER COURSE ALONG GOVERNMENT RESIDENTIAL AREA PHASE III/NIGERIAN TELEVISION AUTHORITY/SATELLITE FEDERAL POLYTECHNIC/ABEKOKO/EKITI PARAPO PAVILION IN ADO-EKITI.

The approval is in line with the commitment of the Governor Oyebanji administration to mitigate the destructive effects of floods as well as safeguard lives and property within the State. The Project is to be executed by the Ekiti State Environmental Protection & Watershed Management Agency (EKSEPWAMA) through Direct Labour approach.

For effective service delivery, EKSEPWAMA is expected to deploy hired regular excavators for the dredging works as the only functioning Amphibious Swamp Buggy Excavator of the Agency is currently being used for dredging activities at Ekiti West local Government.

The Agency was given six months to complete the job.

 

3. A SUM OF N195,348,125.00 (ONE HUNDRED AND NINETY FIVE MILLION, THREE HUNDRED AND FORTY EIGHT THOUSAND, ONE HUNDRED AND TWENTY FIVE NAIRA ONLY) FOR THE DESILTATION OF BLOCKED DRAINS AND CULVERTS IN ADO, IKERE, IREPODUN/IFELODUN, EKITI WEST & MOBA LOCAL GOVERNMENT AREAS OF EKITI STATE.

The approval is in line with the intention of the Oyebanji administration to continue mitigating ecological challenges in the State through the desiltation of lined drains, access slabs and culverts in the State.

The extension of the desiltation activities to five additional Local Governments Areas is aimed at consolidating the efforts of Government to ease the destructive effects of floods and safeguard the lives and property in the State.

The job is to be executed within six months by the Ekiti State Environmental Protection and Watershed Management Agency through Direct Labour.

 

4. N4,470,225,425.39 (FOUR BILLION, FOUR HUNDRED AND SEVENTY MILLION, TWO HUNDRED AND TWENTY FIVE THOUSAND, FOUR HUNDRED AND TWENTY FIVE NAIRA, THIRTY NINE KOBO ONLY) FOR THE CONSTRUCTION OF ALANAKA ROAD, EFON ALAAYE.

Approval was also given for the project to be awarded to Messrs. Wals and Funs Nigeria Limited with 15 months completion period.

The approval is part of the Oyebanji administration’s commitment to infrastructural development to ease the hardship of the people and improve socio-economic activities in the State.

The contractor is to be paid 60% of the contract sum as mobilization fee for the job upon the submission of an Advance Payment Guarantee (APG) or Insurance Bond and given 15 months completion period.

 

5. N1,170,085,812.66 (ONE BILLION, ONE HUNDRED AND SEVENTY MILLION, EIGHTY FIVE THOUSAND, EIGHT HUNDRED AND TWELVE NAIRA, SIXTY SIX KOBO ONLY) FOR THE REHABILITATION OF ILAWE-IGBARAODO-IBUJI ROAD.

The contract is to be awarded to Messrs. Dromo International Company Limited with a 12 months completion period.

The approval was in recognition of the poor condition of the Ilawe-Igbaraodo-Ibuji Road which has led to significant challenges, including traffic congestion, reduced socio-economic activities and security concerns due to the activities of hoodlums. To address these challenges, the present Administration has concluded arrangements to rehabilitate the road. The rehabilitation works include clearing, removal of unsuitable materials, construction of hydraulic structure and pavement, and laying of asphalt.

Due to the urgent nature of the job, a reputable indigenous Contractor, Messrs. Dromo International Limited who undertook maintenance palliative measures on the road between 2023 and 2024 at no cost to the Government and possesses the technical and financial capabilities to execute the job was invited via Direct Procurement to submit a bid for the project.

 

6. N598,727,452.74 (FIVE HUNDRED AND NINETY EIGHT MILLION, SEVEN HUNDRED AND TWENTY SEVEN THOUSAND, FOUR HUNDRED AND FIFTY TWO NAIRA, SEVENTY FOUR KOBO) FOR THE CONSTRUCTION OF FAILED CULVERT WITH CONCRETE CHANNEL AT TINUOLA ROAD, OKE-ILA, ADO-EKITI.

 

The approval is a reflection of the Oyebanji administration’s strong commitment to improvement of infrastructure and quick response to emergency situations in the State. The intention of the Government is to reconstruct the failed culvert with concrete channel with the aim of making it stronger and durable.

The construction of the new culvert is expected to make the area accessible, boost economic growth, improve mobility and accessibility, enhance safety for travelers, and reduce transportation costs, ultimately contributing to a higher quality of life in the area and environs.

Messrs. Banky Pacesetter Nigeria Limited has been awarded this project which is expected to be completed within six months.

 

7. THE SUM OF N312,479,547.30 (THREE HUNDRED AND TWELVE MILLION,FOUR HUNDRED AND SEVENTY NINE THOUSAND,FIVE HUNDRED AND FORTY SEVEN NAIRA,THIRTY KOBO) FOR THE CONSTRUCTION OF PERIMETER FENCE AT THE GOVERNMENT COLLEGE, OYE-EKITI.

The lack of a perimeter fence at the Government College, Oye Ekiti is a threat to the Government’s Safe School initiative as it is accessible to all shades of personalities.

The approval is therefore to curb unauthorized access with the aim of protecting the School from its hitherto vulnerable state and susceptibility to unwarranted disturbances and crime including theft.

The job is to be executed by the Bureau of Special Projects through Direct Labour and completed within six weeks.

 

8. THE SUM OF N97,654,795.95 (NINETY SEVEN MILLION, SIX HUNDRED AND FIFTY FOUR THOUSAND, SEVEN HUNDRED AND NINETY FIVE NAIRA, NINETY FIVE KOBO) FOR CONSTRUCTION OF PERIMETER FENCE AND GATE HOUSE AT THE UNITED COMPREHENSIVE HIGH SCHOOL, ISE-EKITI.

The lack of perimeter fence in United Comprehensive High School, Ise Ekiti was also considered a threat to the Government’s Safe School initiative with the unchecked access to all shades of personalities.

The approval was therefore also given to curb unauthorized access with the aim of protecting the School from its hitherto vulnerable state and susceptibility to unwarranted disturbances and crime including theft.

The job is to be executed by the Bureau of Special Projects through Direct Labour and completed within six weeks.

 

9. N195,138,290.54 (ONE HUNDRED AND NINETY FIVE MILLION, ONE HUNDRED AND THIRTY EIGHT THOUSAND, TWO HUNDRED AND NINETY NAIRA, FIFTY FOUR KOBO) FOR THE CONSTRUCTION OF A PERIMETER FENCE AT THE GOVERNMENT COLLEGE, ADO-EKITI.

10. N222,261,394.03 (TWO HUNDRED AND TWENTY TWO MILLION,TWO HUNDRED AND SIXTY ONE THOUSAND, THREE HUNDRED AND NINETY FOUR NAIRA AND THREE KOBO) FOR THE RENOVATION OF DEJI FASUAN MODEL COLLEGE BUILDING, AFAO ROAD, ADO-EKITI.

The approval is for the renovation of the building to avert potential collapse of the structure.

Inspection of the structure, flowing complaints, revealed significant structural distress attributed to inadequate material strength, foundation instability and poor construction practices leading to wide cracks, deflections, spalling and differential settlement.

The building had also undergone excessive stress, which could potentially lead to progressive failure if not addressed, prompting its temporary closure to ensure the safety of students and staff of the school.

The job is to be executed by the Bureau of Special Projects through Direct Labour and completed within six weeks.

 

11. THE SUM OF N318,726,707 (THREE HUNDRED AND EIGHTEEN MILLION, SEVEN HUNDRED AND TWENTY SIX THOUSAND, SEVEN HUNDRED AND SEVEN NAIRA ONLY) FOR RENOVATION OF THE SCHOOL BUILDINGS AFFECTED BY RAINSTORM IN EKITI STATE.

Some Schools in Ekiti State were damaged by rainstorms. The approval is to minimize the effect on academic activities. Schools affected include Corpus Christi College, llawe Ekiti (N52,200,722.97); Iropora High School, Iropora Ekiti(N14,504,663.25); Community High School, lgbara Odo Ekiti(N28,077,184.46); Okemesi Comprehensive High School, Okemesi Ekiti (N21,794,751.56); Eyemote Comprehensive High School, lyin Ekiti (N23,246,389.19); Anglican Secondary School, Efon Alaaye(N47,424,930.27), Government Science College, Iyin-Ekiti(N7,566,072.97); Government College, Efon-Alaaye(N66,865,755.73); Comprehensive High School, Are/Afao Ekiti(N16,701,016.22); Efon High School, Efon Alaaye(N40,345,220.00).

The damages were considered a serious threat to effective teaching and learning activities in the affected schools as both teachers and students were forced to operate under unsafe and uncomfortable conditions.

The job was approved to be executed by the Bureau of Special Projects through Direct Labour within a six weeks completion period.

The approval is a reflection of the commitment of the Oyebanji administration to the provision of free, compulsory, and qualitative education up to Senior Secondary School (SSS3) for all children, emphasizing the provision of necessary facilities and modern teaching materials to ensure quality learning outcomes and reduce out-of-school children.

 

12. THE SUM N169,200,000.00 (ONE HUNDRED AND SIXTY NINE MILLION, TWO HUNDRED THOUSAND NAIRA) FOR THE FACILITY MANAGEMENT CONTRACT FOR THE OLD AND NEW GOVERNOR’S OFFICES, GOVERNMENT HOUSE/CHALETS AND ADUNNI OLAYINKA WOMEN DEVELOPMENT CENTRE, FAJUYI, ADO-EKITI.

The approval for the renewal of the facility management contract for another year covering 1st April, 2025 to 31st March, 2026 was consequent upon the expiration of the facility management contract of the Old and New Governor’s Offices, Government House/Chalets and Adunni Olayinka Women Development Centre on 31st March, 2025.

 

13. N262,596,700.00 (TWO HUNDRED AND SIXTY TWO MILLION, FIVE HUNDRED AND NINETY SIX THOUSAND, SEVEN HUNDRED NAIRA) FOR THE SUPPLY AND INSTALLATION OF FURNITURE ITEMS, EQUIPMENTS AND FITTINGS TO THE OFFICE OF SOME TECHNICAL ADVISORS, DIRECTORS-GENERAL AND MDAS.

Approval was given following recommendation of D and T Furniture as the preferred contractor to carry out the job due to the company’s financial and technical capability on similar jobs previously delivered to the State.

It is also a demonstration of the commitment of the Oyebanji administration to provide a conducive working environment for efficient service delivery.

The contractor was given six weeks to complete the job.

 

14. THE SUM OF N503,452,412.55 (FIVE HUNDRED AND THREE MILLION,FOUR HUNDRED AND FIFTY TWO THOUSAND, FOUR HUNDRED AND TWELVE NAIRA, FIFTY FIVE KOBO) FOR THE PAYMENT OF COMPENSATION TO CLAIMANTS OF CROPS, STRUCTURES AND UNEXHAUSTED IMPROVEMENTS ON THE RIGHT OF WAY (ROW) FOR THE POWER TRANSMISSION LINES IN EKITI STATE.

The approval was sequel to the 52km extension of the 132KV Power Transmission lines by the Federal Government as part of efforts at developing and advancing socio-economic growth especially in emerging towns and urban centres.

The electricity lines are to cut across about eight (8) communities in the State with the construction of 2x60MVA Sub-stations in Ikere, Ijesa-Isu and Ilupeju Ekiti respectively, with Ikere being the Switching Station to the dual sources of power from Edo State and Osogbo in Osun State.

The Federal Government electricity transmission initiative, when fully accomplished, would accelerate infrastructural development while also galvanizing the establishment of small-scale industries to boost the economy of the State, thereby complimenting a major pillar of the 6 cardinal pillars of development of the present administration.

The exercise is to be carried out directly by the Bureau of Land Services in collaboration with relevant MDA with a completion period of four weeks.

 

15. N3,040,185,186.10 (THREE BILLION, FORTY MILLION, ONE HUNDRED AND EIGHTY FIVE THOUSAND, ONE HUNDRED AND EIGHTY SIX NAIRA, TEN KOBO ONLY) FOR STRUCTURAL ADJUSTMENTS WHICH INCLUDE INSTALLATION OF ELEVATORS TO EASE THE MOVEMENT OF PATIENTS AND OTHER ADDITION WORKS ON THE CONSTRUCTION OF 80 BEDDED MULTIPURPOSE BUILDING AT THE EKITI STATE UNIVERSITY TEACHING HOSPITAL, ADO-EKITI.

The contract for the construction of 80 bedded multipurpose building at the Ekiti State University Teaching Hospital, Ado-Ekiti was awarded to Messrs. Axial Nigeria Limited on the 15th October, 2024 at a sum of N2,414,409,081.47 (two billion, four hundred and fourteen million, four hundred and nine thousand, eighty one naira, forty seven kobo only) As a result of some structural adjustments, which includes installation of elevators to ease the movement of patients and staff from the ground floor to the second floor, in addition to critical wards such as the Intensive Care Unit (ICU), Orthopedic ward, Private ward and some offices, it became imperative to amend the initial Bill of Quantities (BoQ).

The amended Bill of Quantities (BOQ) for the additional works was prepared by the State Technical Team comprising relevant personnel from the Ministry of Health and Human Services, the Ekiti State University Teaching Hospital (EKTUSH) and the Bureau of Assets Management in collaboration with the contractor, Messrs. Axial Nigeria Limited.

The State Executive Council also approved N1,824,111,111.66 (one billion, eight hundred and twenty four million, one hundred and eleven thousand, one hundred and eleven naira, sixty-six kobo only) as 60% mobilization fee for the project upon the submission of an APG or Insurance Bond, while the rest of the payment should be based on milestone achieved on the job with 14 months completion period.

 

16. APPOINTMENT OF PRINCE AJIBOYE BABATUNDE JAMES AS THE ELEMURE OF EMURE-EKITI IN EMURE LGA.

Prince Ajiboye Babatunde James from the Abenimota Ruling House is to succeed the late Emmanuel Adebowale Adebayo from the Adumori Ruling House who passed away on 30th May, 2024.

The Elemure of Emure Ekiti in Emure Local Government Area is a recognized Chieftaincy to which the provision of the Chiefs Law Cap C5 Law of Ekiti State (2012) applies. Emure Ekiti has a Registered Chieftaincy Declaration that established two (2)Ruling Houses namely: Adumori and Abenimota, with twenty five (25) Kingmakers. Twelve (12) of the Kingmakers are demised while thirteen (13) of them are alive. The thirteen Chiefs were all available to facilitate the process of filling the vacant stool.

The provision of the Chiefs Law (2012) was strictly adhered to in the selection of Prince Ajiboye Babatunde James as the Elemure of Emure Ekiti elect and legal notice authorized for publication in the State Government Gazette.

 

17. APPOINTMENT OF PRINCE BANKOLE OLASEHINDE ILUGBUSI AS ELESUN OF ESUN EKITI in Ikole Local Government Area of Ekiti State.

Prince Bankole Olasehinde Ilugbusi from the Atiba Ruling House is to succeed the late Oba David Babatunde Ogunsakin from the ljisun Ruling House who passed away 29th January, 2024.

The Elesun of Esun Ekiti in Ikole Local Government Area is a recognized Chieftaincy to which the provision of the Chiefs Law Cap C5 Law of Ekiti State (2012) applies. Esun Ekiti has a Registered Chieftaincy Declaration that established three (3) Ruling Houses namely lloda, Atiba,and ljisun with four (4) Kingmakers: Oba Aro, Olomodesun, Olomoduro and Aworo-Aje. Three of which were able to effectively perform their roles in the process of filling the vacant stool of Elesun of Esun Ekiti which was desirable by the Council.

The provision of the Chiefs Law (2012) was strictly adhered to in the selection of Prince Bankole Olasehinde Ilugbusi as the Elesun of Esun Ekiti elect and legal notice authorized for publication in the State Government Gazette.
