Highlights Of Ekiti State Executive Council Decisions On Tuesday 13th May, 2025

HERE ARE SOME OF THE HIGHLIGHTS OF THE FAR REACHING DECISIONS TAKEN AT THE EKITI STATE EXECUTIVE COUNCIL MEETING HELD VIA ZOOM VIDEO CONFERENCING ON TUESDAY 13TH MAY, 2025 CHAIRED BY GOVERNOR BIODUN ABAYOMI OYEBANJI.

 

THE STATE EXECUTIVE COUNCIL APPROVED THE FOLLOWING:

 

1. BILL TO MAKE A LAW FOR THE ESTABLISHMENT OF THE EKITI STATE CAPITAL TERRITORY DEVELOPMENT AUTHORITY AND PRESENTATION TO THE STATE HOUSE OF ASSEMBLY FOR LEGISLATIVE PROCESSING, PASSAGE INTO LAW.

 

The approval is in line with the commitment and plan of Governor Biodun Oyebanji administration to rapidly develop the State as well as create a long-term vision and framework for guiding future growth and development with clear goals, understanding the needs of stakeholders, and proper consideration of various factors like land use, infrastructure, and sustainability.

 

The proposed Authority is expected to collaborate with relevant Government Ministries, Departments and Agencies (MDAs) to perform the following functions:

 

Preparing an updated and comprehensive Master Plan for the new Ekiti State Capital Territory in collaboration with the relevant MDAs to create a modern, serene and a business-friendly environment.

ii. Coordinating, supervising and enforcing the implementation of the designated Capital Territory Master Plan and other levels of plans.

 

iii. Coordinating the growth of satellite towns and development within the Territory.

 

iv. Construction and renovation of tertiary roads within the designated areas of the territory.

 

v. Coordinating, supervising and monitoring the cleaning of all roads and drains within the precincts of (iv) above.

 

vi. Advising the Governor on issues relating to the development of the State Capital Territory.

 

vii. Engaging in Smart City initiative by embracing technology to improve city services, such as the implementation of smart transportation systems, digital platforms for citizens engagement and exploring the use of data analytics for better decision-making and resource allocation within the Territory and

 

viii. Any other task assigned to the Authority by the Governor.

 

 

2. BILL TO UPGRADE THE STATUS OF THE EKITI STATE COLLEGE OF HEALTH SCIENCES AND TECHNOLOGY TO A POLYTECHNIC AND PRESENTATION TO THE STATE HOUSE OF ASSEMBLY FOR LEGISLATIVE PROCESSING, PASSAGE INTO LAW.

 

 

The purpose of the Bill is to make a Law to repeal the Ekiti State College of Health Sciences and Technology Law, No. 16 of 2019 and enact a Law to provide for the establishment of the Ekiti State College of Technology, Ijero Ekiti with the status of a polytechnic.

 

The aim of the bill is to primarily increase specialization, career opportunities, and enhance educational focus of the school and graduates of the institution with relevant skills-based training, greater industry connections, and a broader range of career paths thus ultimately boosting the institution’s reputation and impact.

 

The proposed upgraded College of Technology will be expected to provide facilities for learning and to give instructions and trainings in such branches of knowledge as the College of Technology may desire to foster and in doing so, enable students to have educational training in Sciences, Management and Technology related Disciplines.

 

The institution will also be expected to stimulate, particularly through teaching and research interest, in appreciation of Health care services, Management Sciences, and Technology as well as arrange conferences, seminars, and study groups related to fields of learning in subsections (1) and (2) of this Section.

 

 

3. AWARD OF N316,915,724.25 (THREE HUNDRED AND SIXTEEN MILLION, NINE HUNDRED AND FIFTEEN THOUSAND, SEVEN HUNDRED AND TWENTY-FOUR NAIRA, TWENTY-FIVE KOBO ONLY) CONTRACT FOR THE CONSTRUCTION OF ADDITIONAL SIX SECURITY HOUSES AT SELECTED FARM SETTLEMENTS.

 

The approval is in continuation of efforts of Governor Biodun Oyebanji to transform the Agriculture sector through targeted initiative.

 

The six new security houses are to be located at farm clusters at Gede 1, Ogotun 1, Egbe 1, Ose 1, Ilemeso 1 and Omuo.

 

The provision of security houses is part of efforts to provide conducive environment for farmers to cultivate their farms without fear of being kidnapped and having their farm produce destroyed.

 

The State Executive Council noted that the isolation of many farms poses a security risk, as remote locations can be appealing to criminals, more so now that Farms are businesses with valuable assets which make them the target for theft and vandalism hence the implementation of effective security measures is crucial to protect lives and property of farmers and the rural communities.

 

The intervention is a continuous process as the State Government only recently took delivery of six newly constructed security houses and two renovated ones that were awarded in 2024 and remain committed to the success of the Agricultural revolution in the State as well as security of life and property of the people.

 

The contract was awarded to Samuel Animawun Limited through Direct Procurement Method with three months completion period.

 

 

 

 

4. PROCUREMENT OF N200MILLION FERTILIZER AND AGRO-CHEMICALS TO BE DISTRIBUTED TO FARMERS AT 50% SUBSIDY FOR 2025 FARMING ACTIVITIES.

 

The approval is part of efforts of the present administration to stimulate and boost the production side of the agricultural value chain with distribution of improved and subsidized inputs to farmers in the State.

 

Fertilizer will take N150Million while Agrochemical will gulp N50Million.

 

The procurement which is expected to be completed in three weeks, will be executed by Direct Labour.

 

 

 

5. A SUM OF N88,434,813.70 (EIGHTY-EIGHT MILLION, FOUR HUNDRED AND THIRTY-FOUR THOUSAND, EIGHT HUNDRED AND THIRTEEN NAIRA, SEVENTY KOBO ONLY) FOR THE INSTALLATION OF 500KVA TRANSFORMER AT THE COLLEGE OF HEALTH SCIENCES AND TECHNOLOGY, IJERO-EKITI ALONGSIDE ASSOCIATED ELECTRICITY EXTENSIONS BY THE EKITI STATE ELECTRICITY BOARD (EKSEB) THROUGH DIRECT LABOUR.

 

The authorization is to address the erratic supply of electricity to the State College of Health Sciences and Technology, Ijero Ekiti.

Sequel to appeal by management of the Institution, investigation and evaluation revealed that the college was poorly serviced from a 300KVA community transformer which is ordinarily not adequate for the school alone. Furthermore, the Low Tension (LT) networks were reportedly poorly distributed resulting in persistent overloading of the transformer.

The Ekiti State Electricity Board (EKSEB) through direct labour which has proven to have competent and qualified personnel are to execute the job within three months.

 

 

6. N157,781,193.20 (ONE HUNDRED AND FIFTY SEVEN MILLION, SEVEN HUNDRED AND EIGHTY ONE THOUSAND, ONE HUNDRED AND NINETY THREE NAIRA, TWENTY KOBO ONLY) TO OVERHAUL MOST OF THE CONDUCTORS, REPLACE AFFECTED SUBSTATION MATERIALS AND REPAIR TWO DAMAGED TRANSFORMERS AT OYE EKITI.

 

The approval was aimed at improving the State’s power supply infrastructure and reduce outages.

It was a proactive move to protect life and property of people, particularly the citadel of learning community as well as boost economic activities by addressing electricity issues in the area following report of mostly undersized Low-Tension network conductors, unhealthy or inappropriate materials in substations and two faulty transformers leading to excessive heat generation, substation underperformance and frequent power failures that may undermine economic growth, compromise safety and security of citizens and capable of disrupting academic activities in schools in the area.

The Ekiti State Electricity Board (EKSEB) which has proven to have competent and qualified personnel was awarded the job through direct labour to be executed within three months.

 

 

7. N79,860,590.44 (SEVENTY-NINE MILLION, EIGHT HUNDRED AND SIXTY THOUSAND, FIVE HUNDRED AND NINETY NAIRA, FORTY-FOUR KOBO ONLY) FOR THE INSTALLATION OF FOUR DISTRIBUTION TRANSFORMERS DONATED BY SENATOR OPEYEMI BAMIDELE TO FOUR COMMUNITIES OF IGEDE, ERIO, OKE-ORO EKITI AND IROKO.

 

The approval is in keeping to Governor Biodun Oyebanji’s commitment on bridging the access gap in the Ekiti State power sector through the connection of underserved and unserved communities to the national grid.

 

Senator Michael Opeyemi Bamidele had donated four distribution transformers to some communities in the State, namely Igede Ekiti, Erio Ekiti, Oke-Oro Ekiti, and Iroko Ekiti in support of efforts of the present Administration to improve electricity access across the State, boost socio-economic growth and enhance the overall quality of life in these communities. Three of the communities required outright replacement of transformers due to damage, while Iroko Ekiti needed a new installation, having previously lacked access to electricity. This initiative aims to boost socio-economic growth, alleviate the consequences of power outages, and enhance the overall quality of life in these communities.

 

The Ekiti State Electricity Board (EKSEB) was awarded the job through direct labour to be executed within three months.

 

 

8. N110,001,212.12 (ONE HUNDRED AND TEN MILLION, ONE THOUSAND, TWO HUNDRED AND TWELVE NAIRA, TWELVE KOBO ONLY) CONTRACT FOR THE CONSTRUCTION OF A 150,000 LITER OVERHEAD TANK WITH A MINIMUM HEIGHT OF 12 METERS AT THE EKITI INTERNATIONAL AGRO-ALLIED CARGO AIRPORT.

 

 

The new addition is to complement the existing concrete surface water tank, providing a steady flow of water during power outages or pump failures. It will also serve as backup and additional reserve to accommodate higher-than-expected water demand or emergencies and enhance water distribution across multiple points without requiring constant pumping.

 

At the inception of the construction of the Airport, an approval was obtained to engage Messrs. CCECC Nigeria Ltd. for the construction of a Pump House with a design featuring 2 pairs of booster pumps (electric and diesel-powered) and a concrete surface water storage tank with a capacity of over 600,000 litres. However, the installed system only supplies water at high pressure, that is, when the booster pumps are activated, meaning that during power outages, water supply to taps in the building would be disrupted and pressure to fire hydrants would be compromised, affecting hygiene, safety, and emergency firefighting capabilities. There is need for a stable 24-hour power supply for the system to operate efficiently, hence the proposed 150,000 liters overhead tank.

 

RESET ENGINEERING SERVICE LIMITED was selected through Selective Tendering Method due to its expertise, extensive experience and proven track record in handling similar projects to execute the job within five weeks.

 

 

9. N220,692,632.53 (TWO HUNDRED AND TWENTY MILLION, SIX HUNDRED AND NINETY TWO THOUSAND, SIX HUNDRED AND THIRTY TWO NAIRA, FIFTY THREE KOBO ONLY) FOR THE CONSTRUCTION OF PERIMETER FENCE AND GATE HOUSE AT GOVERNMENT COLLEGE, EFON ALAAYE EKITI THROUGH DIRECT LABOUR.

 

The approval which is in line with the Oyebanji administration’s commitment to Safe School environment by protecting students, teachers and the schools from violence, harm, and other threats, is to proactively prevent the school from becoming porous and accessible to scavengers.

 

The job was awarded to through Direct Labour to the Bureau of Special Projects and given a completion period of six weeks.

 

 

10. N295,375,000.00 FOR THE REHABILITATION OF THE OLORA LANE-HOUSING ROUNDABOUT ROAD

 

The job was approved to be awarded to the State Public Works Corporation through Direct Labour.

 

The project which is in line with the Oyebanji administration infrastructural agenda, is expected to provide vital link between the State Housing/Adebayo/Olora/Oke-Ila and the EKSU-Ifaki road as well as further ease traffic flow in the Area.

 

The job is expected to be completed in three months.

 

 

11. N275,633,867.25 (TWO HUNDRED AND SEVENTY FIVE MILLION, SIX HUNDRED AND THIRTY-THREE THOUSAND, EIGHT HUNDRED AND SIXTY SEVEN NAIRA TWENTY FIVE KOBO) FOR UPGRADE OF FACILITIES AT THE OJA-OBA AND AGRIC-OLOPE MARKETS.

 

The upgrade at Agric Olope market include construction of security posts for Police and Amotekun personnel, Market manager’s office and Fire Services office as well as drilling of boreholes for reliable water supply, installation of solar panels, iron cover slab on the drains, packing of debris, asphaltic and concrete overlay, construction of drains, reconstruction of the market to ensure a safe and conducive trading environment while Oja-Oba market requires installation of electricity meters for efficient power management, provision of a new sewage system to maintain hygiene and sanitation.

 

The approval was premised on the fact that the completion and activation of Agric Olope and Oja Oba markets are crucial for economic growth, job creation, and improved economic activities in Ekiti State and aligns with the State government’s commitment to infrastructural development, market efficiency, and community welfare.

 

Relevant MDAs are to execute the project through Direct Labour.

 

 

12. N172,929,875.00 (ONE HUNDRED AND SEVENTY TWO MILLION, NINE HUNDRED AND TWENTY NINE THOUSAND, EIGHT HUNDRED AND SEVENTY FIVE NAIRA ONLY) FOR THE FABRICATION OF 20 DINO BINS

 

The approval is part of the State Government’s strategy to maintain a healthy and clean environment with the provision of proper waste disposal equipment to rid the State of harmful waste, environmental pollution, flooding and other health related diseases.

 

Fabrication of the Dino Bins was approved to be executed through Direct Labour in continuation of the technology transfer arrangement between the Lagos State Waste Management Authority (LAWMA) and Ekiti State Waste Management Authority as part of efforts to ensure value for money as well as training of artisans on manufacturing quality dino bins thus generating additional employment opportunities in the State.

 

13. N518,043,408.38 (FIVE HUNDRED AND EIGHTEEN MILLION, FORTY THREE THOUSAND, FOUR HUNDRED AND EIGHT NAIRA, THIRTY EIGHT KOBO ONLY) FOR THE CONSTRUCTION OF FMS INTERNAL ROAD, IYEMERO EKITI

 

 

The approval is part of the efforts to boost food security and a reflection of the commitment of the present Administration to maintaining and upgrading farm settlements spread across different locations in the State. The road is expected to boost transportation of farm produce, alleviate food scarcity and boost local economy.

 

The project which involves clearing, debris removal, and hydraulic structure construction was approved to be awarded to Messrs. Crown Oceans Nigeria Limited and given seven months completion period.

 

 

14. TERMINATION OF CONTRACT FOR THE RECONSTRUCTION OF BAMIDELE OLUMILUA UNIVERSITY OF EDUCATION, SCIENCE AND TECHNOLOGY, IKERE-EKITI INTERNAL ROADS AWARDED TO MESSRS.’ PECULIAR ULTIMATE CONCERNS LIMITED

 

Contract for the reconstruction of Bamidele Olumilua University of Education, Science and Technology, Ikere-Ekiti Internal Roads was, ab initio, awarded to Messrs Peculiar Ultimate Concerns Limited on 25th February, 2022 at a sum of N1,091,448,891.89 (one billion, ninety one million, four hundred and forty eight thousand, eight hundred and ninety one naira, eighty nine kobo only).

 

However, despite receiving the award notification and submitting an acceptance letter, the contractor failed to mobilize to the site within the stipulated seven-day deadline. After waiting over two years, it was clear that the contractor lacked interest in proceeding with the project and could not justify the delay.

 

Given the road’s significance to the economic and social well-being of students, workers, and visitors of the institution, it became imperative to terminate the contract to pave way for re-award to a competent contractor that will complete the road project for the benefit of the institution’s community.

 

 

15. N5,383,744,658.11 (five billion, three hundred and eighty three million, seven hundred and forty four thousand, six hundred and fifty eight naira, eleven kobo only) for the extension of works on the rehabilitation of Emure to Eporo road – Ondo boundary.

 

 

Contract for the Rehabilitation of Ikere-Ise-Emure Road was awarded to Messrs. Dromo International Company Limited on 11th December, 2023 at a sum of N2,590,720,088.11 (two billion, five hundred and ninety million, seven hundred and twenty thousand, eighty eight naira, eleven kobo only). However, due to the review of rates on contracts in the State, the contract was reviewed upward to N5,101,332,024.49 (five billion, one hundred and one million, three hundred and thirty two thousand, twenty four naira, forty nine kobo only).

 

The contractor has substantially completed the original work, but an extension of the rehabilitation from Emure to Eporo/Ondo Boundary is necessary to prevent the activities of hoodlums on the road. The works to be carried out includes; clearing, earthworks, concrete drains, pavement and laying of asphalt.
