Reports to: Managing Director / Board Chairman

Direct Reports: Office Assistant, Manager Company Secretariat, Manager Board Secretariat, Manager Legal Drafting and Litigations

 

DESCRIPTION

Statement Purpose:

This is the position of the Head, Legal services/Company Secretary.  The purpose of this role is role is to guide the corporation in complying with statutory and regulatory requirements and ensuring that decisions of the Board of Directors are implemented.  The incumbent also manages the Corporation’s Board Secretariat and protects the corporation in its dealings with the public, partners, customers, and other individuals and corporations.  The incumbents also work to secure the rights of the corporation against infringements

Key Responsibilities:

  1. Lead efficient and effective management and administration of the staff and operations of the Legal Services Unit.
  2. Develop and implement strategies and work plans for the Legal services.
  3. Manage the performance of the Unit and provide periodic performance reports to the Managing Director/Chief Executive Officer and the Board.
  4. Lead and control the activities of the Company Secretariat and Board Secretariat ensuring appropriate protection of the corporation’s interest and smooth running of Board functioning.
  5. Advise the EKSWC on legal matters and provide legal support services e.g. provision of legal input in the drafting, contracts, regulations, agreements. etc.
  6. Co-ordinate Secretarial and other Due Process activities of the EKSWC.
  7. Establish and maintain custody of all EKSWC title documents, contracts agreements, policy documents and other legal document
  8. Manage the articulation of the Corporation’s response on legal questions and disputes, including representation before other judicial bodies, especially on Customer Relations and Citizen Registration.
  9. Develop and coordinate the maintenance and distribution of records of all Board meetings including minutes and reports of all proceedings.
  10. Develop procedures for coordination and management of the Corporation’s Management and Departmental meetings to ensure meeting efficiency.
  11. Coordinate the preparation/review of the documentation to be presented to the Board
  12. Assist in the development and execution of all other activity mandated by the Board and or the Chairman as directed by the Managing Director.
  13. Perform such other activities as are incidental to the above listed responsibilities that may be assigned by the Managing Director and/or the Board of Directors.
  14. Implement and manage an effective legal compliance program.

Supervisory Responsibilities:

The incumbent directly supervises all officials in the Company Secretariat and Board Secretariat.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.        

Minimum Educational Qualification:

Degree in Law, Pass the Nigerian Bar Association Examination

Professional Qualification/Membership:

Certification / membership of any of the following is required:

  • Nigerian Bar Association (NBA)
  • Nigerian Institute of Professional secretaries (NIPS)
  • Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN)

Cognate Experience:

  1. A minimum of 12 years relevant, professional, post qualification experience.
  2. At least 8 years’ experience in Administration or senior management position. ( experience in a water sector-based organization will be an added advantage).
  3. Advanced knowledge of Board Secretarial activities, Facilitation, logistics etc.
  4. Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process
  5. Experience in people and operations management, including high levels of delegation and supervision skills.

Management Abilities:

  1. Ability to mentor and coach subordinates in job-specific tasks essential for the performance of the Unit’s key tasks.
  2. Ability to manage in a team-oriented environment.

ENGINEERING AND TECHNICAL SERVICES DEPARTMENT

Purpose Statement

The purpose of this position is to provide leadership, management and perform oversight of the operations of Department of Engineering and Technical Services to ensure that the Departments meets operational and performance goals in Water Engineering, Hydrology and Hydrogeology, and Civil Engineering. The Department ensures access to adequate ground water, effective design and development of water schemes, maintenance of network infrastructure and the construction of water treatment plants and sewerage treatment plants

Direct Reports: Administrative Assistant, HOU-Water Engineering, HOU-Hydrology, HOU-Civil Engineering, HOU Electrical Engineering, HOU Surveillance and Infrastructural Maintenance, HOU-Quality Management and HOU Project Management Technical, M&E.

Key Responsibilities

  1. Lead the development and implementation of strategies for the Department and ensure that they are implemented as designed.
  2. Lead the establishment of goals and objectives for the department to ensure the corporation meets its mandate.
  3. Participate in Policy planningof movement, distribution and management of water resources under the control of the corporation.
  4. Lead the feasibility studies and planning of Plan, design and oversee construction and maintenance of the urban water and sewerage systems infrastructure
  5. Lead the exploration for water resources
  6. Lead the design and development of water treatment and sewerage treatment plants
  7. Manage the people and processes of the department to ensure that performance targets are achieved
  8. Generate and provide periodic performance reports to Management and the MD
  9. Perform such other activities that are incidental to the above listed responsibilities that may be assigned by the Managing Director.
  10. Knowledge of water pipeline, laying and maintenance.
  11. Demonstrated knowledge and experience in water production and treatment processes, standards, and system management.

QUALIFICATIONS

Bachelor’s Degree or Higher National Diploma in Engineering, Hydrogeology Water Engineering, or a related field.

Supervisory Responsibilities

This position has responsibility for the direct supervision of staff of the Department whose job grades fall below that of the Schedule Officer.

Language Skills

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to effectively present information to top management, public groups.

IT and Computer Skills

Direct Reports: Administrative Assistant, HOU, Area Office Coordination, HOU Commercial Service Coordination, and HOU Customer Relations Management, HOU Metering Programmes, HOU M&E.

JOB DESCRIPTION

Purpose Statement

The purpose of this position is the coordination of corporate-wide commercial services ensuring a coordinated concerted provision of water supply services and collection of water rates.

Key Responsibilities:

  1. Lead efficient and effective management and administration of the staff and operations of the Corporate Commercial Services Department.
  2. Develop and implement strategies and work plans for the coordination of the Commercial department.
  3. Develop procedures and the mechanism for coordinating commercial activities in the zonal offices.
  4. Collect, collate and analyze commercial activity data and consolidate the information to establish a corporate-wide picture of the state of commercial results.
  5. Manage the billing software and manage the training of Area offices/staff to improve their competence and effectiveness.
  6. Devise strategies to improve commercial results, particularly billing, collections and debt recovery to improve the financial status of the corporation.
  7. Develop business and marketing plans in coordination with the Heads of Commercial Services from the Area Offices.
  8. Develop a business development strike force to transform the new client engagement for the corporation.
  9. Lead Understanding of the value drivers of the EKSWC business and identifying profitable commercial opportunities to grow revenue and market share.
  10. Coordinate market research and analysis and producing business plans/recommendations (including all associated costs and forecasted revenue for the business), to ensure that all business development opportunities (new products, services and markets) are optimized.
  11. Liaise with relevant internal departments to ensure that customer needs are met and that customer requirements are fully communicated throughout the business.
  12. Ensure adequate understanding of the key customers/target audience to ensure that their needs are being met and that their business is retained.
  13. Develop and submit periodic reports on organizational corporate commercial performance to management.
  14. Perform such other duties as are ancillary to the above stated and as may be assigned, from time to time by the MD/CEO.

Supervisory Responsibilities:

This position has responsibility for the direct supervision of staff of the Corporate Ccommercial Service Department Whose job grades fall below that of the Schedule Officer. To this end, the incumbent directly supervises Head Business Development, Customer Relations Management, Metering and Billing.

Academic Qualification

B.Sc in Economics, Finance, Business Administration, Accounting and Marketing.

Professional Qualification:

One or more of the following Professional Certifications:

  1. Customer Relationship Management (C.R.M)
  2. Professional Certified Marketer (P.C.M)
  3. Certified Marketing Management Professional (CMMP)

Cognate Experience:

  1. A minimum of 10 years relevant, professional, post qualification experience.
  2. At least 8 years’ experience in top management position in a Technology-based organization or financial institution.
  3. Advanced knowledge of Marketing and sales, Business development, and Branch office coordination. Management

D. Head Corporate Commercial Services

JOB DESCRIPTION

Title of Job: Head, Finance and Investment Management Department

Job Grade: General Manager

Department: Finance and Investment Department

Reports to:  Managing Director/CEO

Direct Reports: Administrative Assistant, Head Financial Services Unit, Head Treasury Services Unit, Head investment Services Unit and Head Budget and Budgetary Control Unit.

Purpose Statement

The purpose of this position is to provide leadership and management of the operations and staff of the Department to ensure that the Department’s operational objectives and goals are met.

 

Key Responsibilities:

  1. Lead efficient and effective administration of the Department to ensure that the goals of the various functions in the Departmental are achieved.
  2. Lead the development of strategies and work plans for Financial Services, Treasury Services, Investment Services as well as Finance and Budgetary control.
  3. Guide the Corporation to efficiently use its financial resources while delivering value to its customers and stakeholders.
  4. Manage the performance of the department, provide the corporation’s periodic financial and other key performance reports to the Board of Directors, the Managing Director and Top Management.
  5. Oversea the administration of Finance, Accounts, Budgeting and other treasury related functions of the Corporation.
  6. Lead the preparation of Budgets and manage budgetary controls, including performing variance analysis.
  7. Lead and manage the recording and processing of the Corporation’s financial transactions.
  8. Direct and control treasury, financial audit, and tax accounting for the Corporation.
  9. Manage evaluation of EKSWC’s financial position (through financial analysis) and prepare periodic reports on EKSWC’s financial stability, liquidity, and growth.
  10. Direct the Department’s participation in the development of commercial, business and transactional relationships of the EKSWC, especially the development and updates of service charge methodologies and (concessionaire) regulated charges in the Water sector.
  11. Lead the calculation of service charges and adjustments for each range of service charges, review and determine increases in regulated service charges.
  12. Perform such other duties as are ancillary to these above and as may be assigned, from time to time by the MD/CEO.

Supervisory Responsibilities:

 The incumbent directly supervises all Unit Heads in the Department who are heads of Financials, Treasury and investment Services as well as Financial and Budgetary Control Units.

QUALIFICATIONS

Minimum Educational Qualification:

Bachelor’s Degree or Higher National Diploma in Accounting, Economics, Finance or Business Administration.

  2. ACCA- Associate Certified Chartered Accountant
  3. CNA – Certified National Accountant (ANAN)
  4. CMA – Certified Management Accountant (ICMA)
  5. ACCMA- Associate Chartered Cost and Management Accountant

Cognate Experience:

  1. A minimum of 10 years relevant, professional, post qualification experience.
  2. At least 8 year’s experience in top management position in a Technology-based organization or financial institution.
  3. Advanced knowledge of the financial accounting, management accounting, tax, policy.
