Ekiti State Government has reiterated its commitment to enhanced compliance, accountability, improved performance for greater productivity as well as increased employee morale and retention in the State Public Service.
Speaking during a two-day Induction and Training programme organized by the State Government for accounting officers in the State’s Civil and Public service at the Ikogosi Warm Spring Resorts, Ikogosi Ekiti, the Secretary to the State Government, Prof. (Mrs.) Habibat Adubiaro assured that the Oyebanji administration would continue to develop capacity of the State workforce to boost efficiency.
Noting that capacity development is central to effective governance, economic reform, and national development, Prof Adubiaro said Human Capital Development remains one of the six pillars of the present administration that were strategically crafted to guide policy and development for a rapid development of the State and making life more meaningful for the people.
She said, “It gives me great pleasure to be here today because this initiative mirrors the vision of our amiable leader, Governor Biodun Oyebanji. It enhances the building of a civil service that embodies professionalism, accountability, and excellence.”
“In today’s fast-changing environment, technical knowledge alone is not enough. Continuous training such as this is indispensable to navigate emerging challenges, improve productivity, and deliver on the vision of a service-driven government.”
Prof. Adubiaro urged participants to take full advantage of the training to sharpen their leadership and management skills, stressing however that leadership is not about authority, but about humility, influence, and the ability to bring out the best in others.
“As Accounting Officers, you occupy an important and strategic position in the machinery of Government. You are the custodians of administrative efficiency, financial discipline and institutional integrity. The manner in which you discharge your official duties, reflects directly on the image of the Government, the BAO administration and the confidence of citizens in our institutions. Hence, continuous training such as this is indispensable to ensuring that you are well-equipped to navigate emerging challenges and deliver on the vision of a service-driven Governance” the SSG stressed.
“As you strengthen your skills, remember that service delivery is not merely about routine tasks but about improving lives and contributing to a more prosperous and inclusive Ekiti State,” she added.
In her remarks, the Head of Service, Dr. Folake Olomojobi, described the training programme as part of Governor Oyebanji’s agenda to sustain a responsive, ethical, and high-performing civil service.
“This programme re-emphasizes the Governor’s commitment to a virile and responsive civil service that meets the needs of society,” she said.
“We are teaching accounting officers the soft skills needed for leadership, communication, time management, and interpersonal relationships. Participants are also learning to unlearn and relearn to do things differently and more effectively.”
She said feedback from participants has been encouraging, with many officers resolving to be more truthful, disciplined, and intentional in carrying out their duties. These are the outcomes we desire, a more self-driven, ethical, and professional workforce.
Speaking during a session on Corruption and Fraud within the Public Service, Dr. Femi Thomas emphasized the importance of integrity and due diligence in official processes.
“It’s not about how officers can scale through but how they must scale through,” he said. “We’ve discussed how corruption affects individuals, systems, and even the nation’s image. Every approval, every signature carries responsibility. Once you sign a document, you share in its consequences.”
He urged officers to be deliberate in understanding every document they approve and to internalize transparency as a culture, not just a policy.
Dr. Thomas further explained that corruption weakens institutional integrity, erodes public trust, and hinders national progress.
“Our goal is not only to avoid corruption but to build systems strong enough to prevent it. Familiarize yourself with financial regulations, the Fiscal Responsibility Act, and procurement laws. These are your shields against costly administrative mistakes,” he said.
Also speaking, Mr. Menge Andrew Tiku, State Resident Anti-Corruption Commissioner for the ICPC (Ondo/Ekiti Office), encouraged officers to work within the instruments of law that guide public administration.
“The Constitution, the ICPC Act, the Public Procurement Law, and Financial Regulations are your instruments of compliance. Having them isn’t enough, applying them is what builds integrity in service,” he said.
Mr. Tiku further noted that Ekiti State’s growing reputation for transparency and orderliness in governance reflects the leadership values of Governor Oyebanji’s administration.
He urged public servants to maintain that reputation through ethical conduct and proactive engagement with anti-corruption policies.
The two-day event featured a robust lineup of facilitators and sessions designed to strengthen administrative competence and emotional intelligence.
Among the classes were Leadership and Management by Dr. Sanyaolu, Rules and Regulations of the Civil Service by Mr. Ayodeji Ajayi, Civil Service Procedures by Mr.Bayo Opeyemi, Personnel Management by Mr. Dipo Ishola, Policy Implementation by Mrs. Chizoba Mojekwu, Corruption and Fraud within the Public Service by Dr. Femi Thomas, Investigating and Prosecuting Corrupt Practices by the ICPC Director, Relationship Management by Dr. Sanyaolu, and Mental Health and Emotional Stability by Dr. Olomojobi.
The training, facilitated by EKSG Consultants in partnership with Deloitte Consulting, brought together permanent secretaries, auditor generals, general managers and executive secretaries from across the state’s ministries, departments, and agencies.
The programme concluded with a renewed commitment from participants to uphold the principles of accountability, transparency, and service excellence, all in line with Governor Oyebanji’s shared prosperity agenda and his administration’s Six-Pillar Development Framework.
