Ekiti State Deputy Governor, Mrs. Funmi Olayinka has again reiterated that the government of Dr. Kayode Fayemi sees Need Assessment Training as a means of determining appropriate on the job training for public servants rather than as a means to terminating their appointment.
She spoke in Ado Ekiti when the Chairman of the State Local Government Service Commission, Chief Aderemi Ajayi led visiting team from the Lagos State Public Service Staff Development Centre (PPSD) to her office, adding that training and retraining is part of what the government of the day hopes to do as a sure way of ensuring a productive service.
She added that human capital development, which is one of the 8-Point Agenda of Governor Kayode Fayemi administration, will be pursued vigorously to a logical conclusion to build a virile public service that would assist the government deliver good governance which is the number one on the agenda table.
She said the 8-Point Agenda is to eradicate all forms of poverty, be it infrastructural, socio-economic or intellectual, from the state through strategic implementation and human capital development for civil servants who are the centre of implementing government’s policy.
According to her, the Development Needs Assessment Test is designed to assess workers’ development and training requirements from time to time to identify which type of capacity building and training each categories of workers need to make him/her function effectively and efficiently and as well have fulfillment in his job and not to sack, retrench or retire workers untimely as being touted in some quarters.
The Deputy Governor, who disclosed that Teachers Development Needs Assessment (TNDA) will be conducted for all teachers in the secondary schools in the state on May 28, added that, though the teachers were not favorably disposed to the test, the government is determined to go ahead with this because it is the government policy that has to be implemented and the teachers will be happy about it at the end of the day.
She commended the management of the Local Government Service Commission (LGSC) for the step taken to collaborate with the Lagos State Public Service Development Centre (PSSDC) to train and assess the staff as it is in line with the administration policy.
Speaking earlier, the Permanent Secretary of the Ekiti State Local Government Service Commission, Mr. Sunday Fatoba explained that the purpose of the visit was to intimate the government with the plans the commission is taking to train and assess its staff and to introduce the institution the commission is collaborating with to the government before signing the memorandum of understanding (MOU).
He said the commission is working round the clock to key in into the 8-Point Agenda of Governor Kayode Fayemi and that is why it plans to build the capacity of its staff and arrange with a reputable public service capacity institution to conduct the promotion examination for staff that are due for promotion in January and July, 2012.
The Director General of the Lagos State Public Service Development Centre, (PSSDC) Mrs. Olubunmi Fabamwo said the institution was established eighteen years ago to train and re-train civil servants and give them necessary intellectual, professional and civil service ethics they require for better performance at their work.
She commended the government for its bold steps at reforming the public service and pledged the readiness of PSSDC to partner with the Ekiti State government to develop a virile civil service that will be functional and compare favorably with their counterparts in the country and even beyond.
